How much does it cost?
In 1989 we coined the phrase, “Spend money on children, not insurance.” That remains the soul of our commitment today. We balance the need to secure coverage with a financially stable carrier that will be around to pay future claims with the crushing pressure of caring for hurting kids on limited budgets. We work hard to negotiate with insurance companies to lock in premiums that are directly related to the actual exposure to loss. Of course, premiums are calculated based on myriad different factors that represent your actual exposure, the core of which is the number of children in your care. Once we receive a complete submission from your broker, we can go to work to provide a comparison proposal of coverages and premiums. In some cases, we may be able to provide a side-by-side comparison of coverages currently in place versus those proposed through The Program.

Can I come to you directly, without a broker?
No, it is in your best interest that we work only through local brokers. Our CEO, Rhonda Sciortino, started as a retail broker more than 25 years ago, and understands that being a good, thorough broker involves a commitment of time that is just not possible beyond a very limited number of clients. In 1995, Rhonda determined that to have the broadest possible impact on child welfare organizations throughout the United States, it would be necessary to focus all her time, talents, and resources into the areas of insurance program administration and management of risk. Your local broker is an integral part of the total protection of your organization.
Are you affiliated with a government agency?
No, we are a private corporation that is NOT a retail insurance broker, and we are NOT an insurance company. We are an insurance program administrator.
As such, we:
1. follow developments in child welfare and negotiate with the insurance industry to create coverage forms that address identified exposures to loss,
2. set realistic rates,
3. evaluate causes of injuries and deaths in foster care and disseminate that information to providers to help prevent similar tragedies,
4. identify expert defense and witnesses when a lawsuit following a tragedy is filed, and
5. hold insurance carriers and brokers responsible to do their best for our insured child welfare organizations.
Rhonda: As a former foster child myself, I am personally committed and emotionally invested in advocating for good providers.
What information do you need to provide a quote?
Your broker will have all the information we need as it is very similar to what other insurance companies require. The more information we have about your organization, the better we are able to advocate for you. We can start with our prequalification sheet so that you can determine basic eligibility before putting your broker to the work of sending in a complete submission.
What coverages are provided?
The core of the program is liability, including general and professional liability, sexual misconduct, adoption services, alienation of affection, employee benefits liability, among others. In some cases, we can also provide property and auto insurance as well.
